My HRD database got corrupted, I lost all data from 03/01/13 to 08/01/13 . Is the a way to just download that date range?

It depends on how big your outbox is, once it gets to a certain size you need to split up the download into smaller chunks. If you don't see an option to do that when you select the download function, then your outbox hasn't reached that size yet.

Can you not just import the entire ADIF into HRD, does it not do duplicate checking?

Only other way would be to manually edit the ADIF file before doing the import.
