Hallo. RA2 is a Prefix for Kaliningrad.
U can check the Locator and QRZ.com info of RA2FCP
QSO contact with RA2FCP shows EUR RUSSIA in my Logbook.

Yes, it looks like he made a mistake when he created his profile. There is something else not quite right with his account so I have sent him an email about it. Hopefully he speaks English! I'll get it fixed up as soon as I hear back from him.
