I make a QSO with VE5CON on Feb.23.2014. I don't know if the QSO is not AG or if that is required. Had one the other day that stated he apparently dropped his membership.

You can tell if the station is AG by looking at your inbox entry, stations with AG have a "Y" in the AG column.

Does my QSO with VE5CON the 23rd of Feb. 2014 have to be AG in order to count as a contact for the eQSL process for the Canada certificate? It shows as non-AG.

Yes, AG is required for the QSO to count for the awards program.

Then what good is a eQSL? If he is a member and does not gain AG, then my qsl won't count! I can't contact him to get him to do it. He shows on QRZ as being a member of eQSL and that he uses eQSL. I can't look anywhere for info to determine that I can count him........kind of seems worthless to proceed with using eQSL.

Wayne, When I looked at ve5con on QRZ, it did NOT show that he used eQSL. AG is used to verify the identity of a ham, you would not accept a check from someone without verifying their identity first, would you? Hopefully you'll get another eQSL from an AG Canadian ham. 73
