Please could you answer my question?

I had a cw qso with UA2FAK. He is in the region of Kaliningrad.

His confirmed eqsl doesn't count for dxcc Kaliningrad. In the
information of his callsign the country Russia is mentionned.
Where is the default?

eDX100 country is entered when the user creates his account. Looks like he made a mistake, I have changed him to be Kaliningrad.
