You can only send/receive eQSLs that fall within the QTH/Callsign effective date range that is set in the My Profile page.
You had your start date set ok, but for some reason your end date was set to be 12/31/1900.
I have changed that end date to be 12/31/2020, your upload should work now, plus you will see some entries in your inbox.
