I have on several occasions received eQSL requests from hams that have changed their call signs. Since I worked them with the old call sign, I have not been re-issuing a new QSL for their new call sign. Any comments?

That is exactly the right way to handle it. Callsigns have to match. You should reject them with a note saying you worked them using their old callsign, what they should do is create an account for that old callsign and upload the logs that belong to it.
