HRD is not downloading the latest eQSL membership list, which is used to identify eQSL members in their DX Cluster listing. They are using the following to download that list:

http://www.eqsl.cc/QSLcard/DownloadedFiles/AGMemberList.txt

This URL seems to be invalid. What is the correct URL?

The link actually works, it may have been unavailable while the list was been updated.
