there arrears to be only regions 0 to 9 ie 10 call areas in Japan however the Japan award shows that I need to get one more to give a total of 11 - this appears to be an error in the Japan award calculation that needs fixing

Not true.

Read the rules please, http://www.eqsl.cc/qslcard/eJapanRules.cfm,

specifically rule 9: "Awards are available for proof of contact with 10 call areas of Japan, the JD1 call area that includes Ogasawara, Minami Torishima, and the Antarctica stations 8J1RL and 8J1RF.

and rule 16: The term CALL AREA as used in this award shall consist of a lookup of the 3 character PREFIX plus the COUNTRY against a stored copy of the JARL Call Area and Prefecture Map. In addition to call areas 0-9 from the official list, we define call area 10 to consist of a PREFIX of JD1 and a COUNTRY of Ogasawara or Minami Torishima. We define call area 11 to consist of a PREFIX of 8J1 and a COUNTRY of Antarctica.

I have been trying to read the rules - the l;ink on the award page does not load - giving an out of time error the link you provided in the reply gives a 500 - Internal server error. - If I link to the recommended link on the award page to get some suggestions for region 10 and 11 then it also has server errors

ok as you put it I must also get Ogasawara and Antarctica (Showa Station, Asuka Station is unmanned)
so I need 8J1 and JD1
