What conditions are needed to create a new e-Award? Which member can propose it?

Any member can propose it........want one for Spain ?
NOW !.... if someone in the Advisory Board works on it, sets the rules, proposes
to manage it, It's more likely to be available.....

I manage the eFROM, I went through that

Spain? Not my first idea. It could be interesting because there are a lot of spanish speakers ... I can support this.

In fact, I was thinking into an eCatalonia award as we are a National Minority, also a minoritary Language and cultural and historicly persecuted community. There are a strong movement asking for Catalonia to be a specific Country to ARRL. So, this award will allow to the world to know who we are. All EA3 are catalan people and indirectly also EA5, EA6 and a part of the south of France. Probably 11 milion catalan speakers.

Of course I volunteer to prepare proposals for rules for one/both awards if needed: eSpanish, eCatalonia, ...
